Ms. Nishtha Goel is an Advocate associated with Expletus Legal and a member of the Firm’s specialised Energy, Electricity and Regulatory Litigation practice. She holds a Bachelor of Laws degree (2022 Batch) from Delhi Metropolitan Education and has substantial experience in advising and assisting electricity distribution companies (DISCOMs), public utilities and regulatory stakeholders in complex disputes arising under the Electricity Act, 2003 and allied regulatory frameworks.

Her practice focuses on energy and electricity laws, tariff and regulatory disputes, Power Purchase Agreement (PPA) matters, change in law claims, regulatory compliance, open access issues, electricity procurement disputes and appellate proceedings before regulatory forums. She regularly assists in matters before the Supreme Court of India, High Courts, APTEL, CERC, SERCs and arbitral tribunals involving technically complex and commercially significant issues in the power sector.

Ms. Goel has extensive experience in drafting petitions, appeals, written submissions, regulatory responses and advisory opinions relating to electricity regulation and power sector transactions. She has also worked on matters involving fuel supply arrangements, operational performance claims, distribution-related disputes and regulatory enforcement proceedings, demonstrating a strong understanding of the legal, commercial and regulatory dimensions of India’s evolving energy sector.
